Start with the advice in the sticky threads; disable Origin In Game (though I guess that's what you meant with "disconnect from Origin"), and find the game executable and edit its compatibility settings to make it run as WinXP SP3 and as administrator. If that doesn't help... well, it's rather hard to know if there's no error message, but there are some more things that might help:
- Installing Bibber's fixed game launchers, and possibly trying to run in windowed mode (the "-win" thing mentioned in the sticky threads, but for RA2 it's "-w" I believe. Though you'll probably need to set your desktop to 16-bit colour to get that working)
- Some people have reported this tutorial fixing issues with the menus not appearing
- This is another excellent video tutorial. I strongly advice watching this one; it cover a very wide array of problems in the game's settings, the user rights, and even Windows system settings that may cause problems.
- The graphics system patch DDWrapper is known to solve graphics issues for many people (Download the zip file and extract "ddraw.dll" and "aqrit.cfg" into your game folder. Then, open the configuration file "aqrit.cfg" in Notepad, change the "ForceDirectDrawEmulation" option to 1, save the file, and the game should work.)
- Many of these older games need the DirectX Redistributables package from June 2010.
