Red Alert 2 Not - ***FATAL** string manager error!

I am running Windows 8 on a Dell computer. When I install and run Red Alert 2 or Yuri's Revenge from original disk or from C & C First Decade I get a "Red Alert 2 Not - ***FATAL** string manager erro...

You have to run the game as administrator, the problem is related to the file named blowfish.dll. The game fails to register the .dll because the lack of admin rights.

If you still cannot make it working then try the following fix i created for Tiberian Sun (it will also work with Red Alert 2 since the problem is realted to the same file)
