i also meet the same problem .I cannot run my red alert 3 on origin ,which makes me annoying .I have already tried countless method ,but they are still useless to wrestle with the problem i face . It claimed that the game required directx 9 or above. In fact, my vision of directx is 12 ,which is the latest vision.Besides, i am sure that my handware would not have problem since my computer is new and i bought it last month.I do not what happen , which makes this diseater .I feel hopeless and helpless .i sincerely hope that someone can help me a hand to solve this problem.Thank you for your kind attention! I feel sorry that i do not stand any chance to help you.🥳☹️😪

I found the solution after reading from many complains online.
1. Go into advance setting in Firewall.
2. Under "Outbound Rules", create a new rule.
3. Select "RA3.exe" in the Red Alert 3 folder as the target program.
4. Select "Block the connection".
5. Create a name for this rule. And after that, you should be able to run the game.

My game wouldn't launch and when I tried running the .exe I got an error Windows cannot find 'file path\RA3.exe' make sure you've typed the name correctly and try again
By changing the exe's name to 'RA31.exe' I was able to launch the game (launch takes about 30 sec)
Origin/Steam doesn't recognize that the the game is installed though so I have to manually run the .exe
