RedAlert2 Setup Not Working

I recently purchased Red Alert 2 CD, I am trying to setup the game on my new laptop which uses win8.1 64-bit and the problem is that the setup file refuse to run and let me setup. so here what happ...

Which compatibility modes did you try? And, did you run the setup as administrator?

I tried all compatibility settings and running as administrator, also while searching i found that the setup files does no longer work in windows 8/10
