Really depends on the map and opponents deck. They both have advantages and disadvantages.
Talons production facility is more expensive so harder to scout with it. but has more mobility. Ground units can't hit it while Rhino can be used as a scout faster and cheaper but everything can shoot it. And as mentioned Talon is a hard-counter to air units that can't shoot air; orca, orca bomber, inferno, venom, laser drones etc
