screen scrolling stopped working correctly

Summarize your bug Starting or joining a multiplayer game in Tiberian Dawn occasionally screen scrolling stopped working correctly in game. When it happend, I can only scroll up and to the left by naviagting the mouse the the border of the screen, but all other directions (down, right) do not work.
How often does the bug occur? Occasionally (10% - 49%)
Steps: How can we find the bug ourselves? Starting some multiplayer games.
What happens when the bug occurs? Due to the issue, game gets unplayable for me at this moment (not used to use alternative scrolling).
What do you expect to see? Fix would be nice.

Using alternative scrolling (holding right mouse button works normaly).

Interestingly, when it happends, all played FX audio are legacy, although according to menu they are set to remastered.

At this state, changing config over the ingame menu or selecting default options does not show anything effect. - So I guess for any reason wrong config file was loaded?

Canceling the match and starting a new game mp or sp showing the same error. To fix it, game has to be restarted completely.

System: Win10, Logitech G500 (Mouse), just using out of the box windows default driver.
