Ah, of course the original game never had any skirmish AI, so this isn't in the least bit surprising considering how tricky some of the maps are. Pretty unfortunate really, not sure how they can work around the original maps being very... confined and needing creative placement/expansion.
The AI build order putting that extra power plant down definitely could be changed, but that won't help stop it stalling out.
