Apparently, this is a bug in the .Net framework that can be fixed by installing the English-UK language pack. The same issue is described here:

Ok, so i've finally managed to fix my issue. This is what was wrong.
This is on a Windows 10 Machine.

    1. Goto "Region & language settings".
2, Change your "Languages" to "English(United Kingdom)".
*My default and previous "Languages" was "English(en-SE)", that one seems bug out the launcher. Even if you set the Elite Dangerous launcher language option specificly to "English" or something else.*
    3. Select your "English(United Kingdom)" in the "Langauges" part, then enter the "Options" part of it.
    4. Download the "Language Pack" for it.
    5. Go back to the "Region & Language settings" select "English(United Kingdom)" which we recently added, and "Set as default".
    6. Restart your computer.

And now it should hopefully work to login. At least it does for me after doing this.

    I hope this helps you...
