Tiberuim Dawn War Factory Bug at GDI 41 Covert Operations

Summarize your bug My War Factory has been destroyed due to nuclear missiles. I rebuilt it and it started building all units automatically. and I couldn't stop it.
How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? Play on Twist of fate (GDI 41) until you've got nuclear missile destroyed at War Factory. then, rebuilt it. If you have funding, there will built but if you havn't, there will stuck at on hold all units.
What happens when the bug occurs? I lost funding. I have to sold and rebuilt again and again.
What do you expect to see? Not sure what to put here.

Another question, This mission I've got 3 nuclear missiles lunched at my base. So, Is it normal?
