Not sure about Generals, but for C&C3 I looked into this a few days ago:

For Generals/ZH, I found this:

I heard some things about the possibility that the games might be missing some registry entries that prevent the custom maps from working. Apparently, installing Bibber's fixed game launchers solves this:

All the Bibber does is turn off the shell map, for both games i looked in the Data files ( where they should be ) and their not there
I know there was a topic specifically about map editors on the old official C&C board, but EA shut those down without any warning ☹️
The shell maps issue is apparently fixed by putting the game exe into Windows XP SP3 compatibility mode.
As for the maps folders, did you try simply creating the missing folder?
