Sounds like they have run out of ammo. If so, this is an intended part of the game. It is normal for each unit to fire their weapons for a limited period of time before being collected by the air transport units.

In addition this will be reduced when you get access to POI bonuses as the fire power goes up and so the overall effect of the attack increases.
Try to stay attacking targets that are within 4 levels of your offence, this will always result in a quicker win.
