Hi @mi5jason,
You're capped based on the League that you play in. If you're Master League for the ranked ladder, you'll be capped at level 13. However, if you happen to face an opponent who is in Diamond, and you play in that league, the level cap will be set to level 11.
If you have a screenshot of the battle in question, I am more than happy to take a look to make sure things are working correctly.
