I've had this issue too, opening cutscene. If you idle around and fiddle with options after gaining control of Isaac, you get a checkpoint save somehow. Reloading that checkpoint (ie because you got deathlooped to the first enemies or reboot the system/exit to a different game and continue when you return) results in T posed AI characters who wont hand out the rifles to continue down the hall.
