I believe people playing on 360 and PS3 can use Ration Seals, but PC can't. I feel cheated.
Same issue here. Never have been able to spend Ration Seals.
Seems like the problem has been fixed. At work benches I can now use ration seals. HOWEVER, they only work on 2 items and nothing else (or at least that's all that's showing now). They are specially made packs so that you still have to pay real $ for the rest.

Wtf? I'm pretty sure they said you could get anything with the ration seals that was supposed to be in this menu and that the pay-option was only for mobile morons or instant-gratifcation morons.
