I have contacted EA support twice and both times I have been told they no longer have access to the ability to reset my activations and are told to contact steam.
I have contacted steam and was told I have to contact EA support so I am stuck with a dead game that I have owned for 12 years with no options.

@Gr1mSh0ck I am afraid that would be incorrect. Steam cannot alter those codes in any way. We can change the DRM on it for more activations. I checked. I wish this were something we could do over the forums.
What I would suggest is contacting support again and having it escalated. The person you spoke with may not have known we can but we can do it.
I need help I'm talking with support now and they are telling me they can't reset it. Same issue as OP.

- @EA_Shepard The first support team member said it was no longer possible. I knew that was bs and started chatting with someone new. He fixed it immediately.

I Have had 3 support cases ending with no fix available & 2 chats ending with being told they can't fix it, I would love to know the details of the last conversation where they fixed it.

Hey @Gr1mSh0ck What specifically did they say as to why they cannot fix it? If they are telling players they cannot or do not and they do, we need to send that up.
@Gr1mSh0ckAll the second guy asked for was the activation key. He replied back saying your problem should be solved now try it out and that was it. The game activated as soon as I launched it. The first guy said he even asked his whole team if it could be fixed and supposedly they all said it was no longer possible.
I tried doing this today, but was told they just don't support the game anymore. Has this changed within the past month? I attached the transcript of the chat.

@xNonentity If live support officially said they do not, then that would be the case. I used to update these all the time when I did support but that was a while back so I know how they do it. I will check up on it though and see what is what.
Update: I checked up on this. Support actually can update this as I looked to see if we still could. What you would need to do is contact them again and let them know I sent you there to get the DRM limit updated.
Thanks for the quick response. I contacted support again today and made a little more progress. I was forwarded to the technical support team, but they told me that Dead Space 2 is no longer supported, only Dead Space 1 can be assisted with. He didn't provide a date or reason for the change, but assured that it cannot be fixed anymore.
I'm thinking that maybe Dead Space 2 support really was discontinued and that's why it doesn't show up as an option on the support page games list anymore, but some support members do still assist because they were aware of the capability, but missed the memo on support cancellation. This is the exact situation I am in after 6 attempts through live chat support and 3 cases that I opened. It is very frustrating, if the support has ended it would be great if EA patched out the drm or at least the arbitrary activation limit as this problem will only be more common as time goes on.
I agree, I think removing the DRM on EOL products would be fantastic, but I wouldn't expect it from EA. They still make money from sales after all, regardless how few and far between they get over the years. And assuming that support is correct that DS2 is discontinued but DS1 classic isn't, there has to be some kind of reason for it and is possibly why they don't want to assist with DRM anymore. It sucks to be left alone and in the dark, but support is just doing what they're told by the big co. What's most frustrating is that we're trying to stay on the high side of doing things, and EA doesn't seem to care.

I sent this over to some folks to review after I looked into it. DS2 may not technically be supported, however, I know for a fact it can be fixed. Will support keep supporting those? That is entirely on them. They have their own processes set up.
What it comes down to is if they cannot or will not, it is because they are no longer able to or aloud to. A CM sadly has no hand in that one. I emailed a bunch of folks on this one to see if that can be updated. If or when it will, I cannot say.
