Currently you cannot attach or reattach a rotator cuff to a weapon if the planetcracker tip is attached.
This may or may not be intentional.
If you replace the planetcracker tip with a standard tip, the rotator is available in the lower tool menu.
Can you re-attach the Planetcracker afterwards?
no, if you re-attach the planetcracker tip onto a plasma cutter that has the rotary cuff, the cuff gets removed
