<Bug?> Unable to reach Quartermaster (and other areas) in Skyhold

I just moved into Skyhold. I can see the quartermaster's icon in the map, but I cant seem to be able to reach him. Near Cassandra, there is a door model, though it is not an interactive door. If I mouseover that area, I can see the silhoutte of a certain Ser Morris somethingm, who I assume is the quartermaster. But I can not reach him.

Is this a bug? Or is it supposed to open up later?

There are other areas also that I am not able to reach. There is a mission exclamation symbol over the gate which I can not seem to find a way to. Same for the merchant and the "special resources" marker near the merchant.
