A Present for Bianca

Okay, so early in the game I put my first Inquisition point into Arcane Lore, and following that my next three points went into the other three Inquisition traits that gave new conversatopn options, so I was inquisition rank six before I had another point to put into secrets.  By that point I had gotten two agents for Leliana.  Anyway. I took Eagle-Eyed at that point, and the mission 'A Present For Bianca' appeared on my War Table, but I can't do anything with it.  It has the orange blinky thing indicating it as 'in progress', but I never had any chance to start it.  When I click on it, Lelian's card is shown like she's supposedly doing the mission, but I can still send Leliana on other missions, and there is no time for completion.  Additionally, I loaded up an earlier game save that was almost eight hours backtracked, and played again until I was able to get eagle-eyed, and again 'A Present for Bianca' appeared on mt war table and again it had the same issue.
