Bad targeting in tactical mode during dragon fights

Using tactical mode the melee characters have great difficulty landing hits on dragons. After issuing orders to for instance slash at a leg the characters will often dance around for several seconds of holding down the progress time button, even though they were within reach of the leg the whole time.

When playing in real time and just mashing an attack button you will hit the target almost all of the time from similar positions, whereas in tactical mode it seems like the ai is afraid to miss and will just dance around forever until the target is static for a window that is unnecessarily long.

It seems I can get about 5 hits in when taking direct command, in the same time I can get 1 hit using tactical mode.
