"Ballad of Lord Woolsley" quest not starting.

Hi,

The quest "Ballad of Lord Woolsley" quest won't start for me, the questgiver doesn't have an exclamation point above his head and doesn't talk to me at all, nevermind give me a quest.

This has happened on my previous game and again on this one which was a fresh restart.

This time around I made sure I didn't go anywhere near where Lord Woolsley spawns just to make 100% sure he couldn't have been killed by mistake and no luck.

Any help would be appreciated.

Edit: A friend has tried and had the same problem, we both play on PC and both with recently created characters, no mods and the quest used to work just fine with both of us.
