Blizzard/Tempest spells not activating

I recently decided to go back and replay DA: Origins and have just acquired the blizzard and tempest spells (for storm of the century) but neither one activates.  I go through the cast animation and the particle effect on the mage happens, but when the spell should go off, I see a split second of the effect at the location I chose, but it immediately disappears (I suspect it may be interference from the function that turns these spells off after combat, and that it would have the same effect with inferno and death cloud, though I don't have the spells to be able to test).  Does anyone know how to fix this?  I'm running windows 10, and using compatibility mode for XP service pack 3.  I also have a few mods but tested without them and it still doesnt work

Update:

I downloaded "Just another fixpack" from the nexus (http://www.nexusmods.com/dragonage/mods/2053/?) and it seems to have fixed the problem.  Still not sure what the problem was, but if someone experiences this, the fixpack corrects it.
