It's a mode: you have to download it and the only place where you can do that is www.nexusmods.com.
BUT, it used to be free, you can still click on their free inscription link, but it's not free....
So, the only solution you have is, if you have your old Dragon Age Origins information, to contact EA and ask if they can help you recuperate the DLC.
I went through the whole process, it was quite a hassle, but I finally got this guy on the phone who was really cool and helped me. But, when I spoke of the dog whistle and the storage chest, I got that same silence or "no, I don't see what you mean", since they only exist as modes.
