I'm not one of the people who had banter before Patch 3 and nothing after -- Patch 3 didn't seem to affect my game at all. Still next to no banter or background music. I've had the Varric, Solas and Cassandra talk amongst each other a grand total of 3 times and one of them was a repeat. I even attempted a mod that triggered banter for some people, and nothing.
Will this continue to be addressed? Or was Patch 3 all we can expect?
I believe that there will be more patches coming in future.
I'm gonna go out on a limb here and say that the fact you appear to be getting close to zero banter between party members at all is completely not normal.
Mine has varied based on my party combinations and which patch version I am at, but even when patch 4 apparently "broke" the banters, I was still getting something.
Patch 5 seems to have fixed it for me, and I'm getting what I consider to be a pretty normal level of banter. An example is that I just got through doing some early running around on the Storm Coast with Varric, Cassandra and Solas in the party with my female Qunari mage Inquisitor. Varric made numerous digs at Cassandra for her recruiting techniques, Solas commented on a whole bunch of things, and even Cassandra asked Solas what it felt like when Templars use their power to suppress magic and then she griped about the weather.
I don't know if you've tried this, but it might be worth doing - open Origin, go to the My Games tab, right-click on Inquisition and select "Repair Game" and let Origin check and verify that all your files are intact. There is always the possibility that you have a corrupt file somewhere that is causing you to have issues that don't appear to be happening to everyone in general.
While the no banter thing isn't exactly game-breaking, I do think it would be a real let-down. Half the fun of taking certain combinations of party members different places with me is listening to them tease, harass and get to know each other. It really makes the game feel "alive" for me. Missing out on that would suck.
From what I've seen and read around the different forums, I'm pretty sure they're still working on the whole banter system, so it's likely something that will be tweaked again in the next patch, but even now you should be getting something. Wish I could be more help. :catsad:

Still little to no banter after all the patches...I start out with some in the Hinterlands but by the Storm Coast hardly anything...
the one thing i did notice was that at the end of an act (like the attack on Haven) a bunch of quests started showing as "updated" even though i had done them and there was no tick....like the starter quests that I completed at the beginning in Haven flashed in the top right corner as completed??
After that there was banter and slowly as I quested, it stopped....just wondering if the bug is in the quests??!!
tried riding my horse in camp, going in the tent, only fast traveling from the war room, traveling to Val Royeaux, and nothing works.
Please fix this! I don't want to play it until it is working.
There's a mod that inadvertently fixes the banter bug.
