Cannot Complete Way of the reaver quest

I cannot complete this quest the book never appears and I can't buy it in the bookstore in Val Royeax.

Guys its not a bug. Just go and aquire everything that you need and then craft the required item at ANY requisition table. It will work fine trust me.
