cannot pick up or buy iterms even if the maximum is not reached

What system are you on? If you manually check your inventory do you have more than 21 countable items(weapons & armour, valuables)?

If you make a save (so you can revert if it has no effect) then sell absolutely everything - including crafting materials - can you add new items to your inventory?

Thanks for your reply. I am using a PC version.

If I load the saves before the BUG happened (very long before), it's OK.

Selling or destroy something will make the number of iterms that I can carry become less. Actually, at the time when I realized this BUG, I could carry 40 items (the maximum is 75). After selling some items, I found that I can only carry 34, and now it becomes 21. I have played the game for over 70 hours and I dont want to start it over. I hope there can be a solution.
