Yes, they are for sure. I authenticate into the EA account via steam and in the EA app it indicates that the DLC is installed. Since installing the game from EA, I now have just been attempting to run it from the EA app, to take out the extra steam step.

This is a good question... I don't know how I would be able to confirm if I am or not. When I hit the main menu it indicates "Could not connect to the Dragon Age server." I take it this is how it verifies DLC? Is there a KA to trouble shoot server connection failure?
To be honest I was just playing an older game and when it didn't auth to the server, I just assumed the servers were dead due to the age of the game.
