I've had similar issues I think. Well two specific things.
The first thing is that I can't switch characters. To fix this I quick save then quick load.
My second issue occurs in the Hissing Wastes. If I'm in Tactical Mode and try to interact with an NPC the character refuses to move or do anything. I have to save and quick load to fix it.
PC version.
Ah, I have had the tactical mode interaction issue as well. I assumed it was by design. I'll keep that in mind.
