Cant finish Hinterlands: Tapestries quest

I cant find the decorative gems. The problem for me is that I've finished ALL of the main quests for the area, and now there are no enemies left. At least none that drop the stuff I need. Is there any other way i can find the gems or this is a glitch??

    Honestly not sure, I don't think you can finish it with the main quests done while some bandits still may spawn the groups are so small and intermittent that hunting them up would be a real pain.
