Can't purchase BioWare points

When I input my Visa debit card information to add BioWare points, I receive the error message: "We're sorry, but we can't perform transactions to this credit card. Please load a different one."

This is **bleep** ridiculous. Why is buying DLC always a pain in the **bleep** w/ BioWare?

I'm trying to purchase Mark of the Assassin, Legacy, and the Exiled Prince DLC for DA2.
