Cant recruit Vivienne.

So I am 50+hrs into DAI and I realized after talking to some friends that I should have gotten Vivienne by now. Apperently the first time you go to Val Royeaux a messanger is supposed to come up to you and give you an invite to a party. However, the messanger never came up to me or made his presence known to me. I went to Val Royeaux, talked with the chantry, ran around a bit to grab codex enteries, got Sera, then left and was approached by the "leader" of the mages and asked to go to Redclift. 

Now, I'v gone back there a few times since then and never seen this messanger. I just finished the Well of Sorrows quest and went back and still nothing.
