From what I googled, it appears that the integrated Intel graphic chipset on the processor only supports DirectX 10.1 and lower. Even if DirectX 11 is installed on your PC, your graphics chipset can't do anything with that. The game only supports dedicated graphics cards by Nvidia (GeForce) and AMD (Radeon). Intel graphics aren't great for gaming, except for lighter casual games.
The processor is also below the system requirements. The game requires a quad core processor, whereas yours is only a dual core. Some dual cores manage to run the game, but only if they're hyper-threaded, which this processor is not.
Buying a new PC seems to be the best solution.

In this case the website told me that a Core i5 4690K is slower than the Core i5 2500K because it compared clock speeds with the wrong processor. I've also seen the website perform basic math where it was irrelevant, for instance saying a Geforce 8200 is faster than an 7800 because it's a higher number.

For the CPU I recommend the i5 6400 ("excellent" tier) or better.
For the GPU I recommend the RX 470 ("great" tier) or better.
