Cassandra stuck at 10 XP

Cassandra, Varic, and Solas won't gain XP. Cass is stuck at 10 and Varric/Solas stuck at 118. I've seen others with this problem, but none of the solutions offered to them in their threads are working for me. I've started new games several times. I completely uninstalled and reinstalled the game. I removed those two profile /preference files from the Save game folder.

I still end up with companions who can not gain XP.

So just in case somebody else runs into the same issue and finds this thread it turns out you just need to proceed past the prologue. I already knew your companions are always a level behind you, but seeing them not gain XP in the prologue was throwing me off and had me convinced i'd stumbled into a larger problem. Once you get to the Hinterlands they should start gaining XP properly.

When I uninstalled the game I deleted the saves too. But I think they reinstalled from the cloud. Could that be the issue? How do I delete my cloud saves?

I tried to use a mod to remove Cassandra's scar a while back, but it didn't work and the steps necessary to make it work were way too complicated for my tastes so I used "Repair Game" to remove it and that was that. That was a while back though and unless I just did not notice until recently I think that did not cause any issues. More recently I tried to use Cheat Engine 6.4 to Experiment with different Builds but it didn't work so I shrugged and moved on.

I just wasted an afternoon meticulously deleting every save so they wouldn't be kept in the cloud. I uninstalled and reinstalled the game from scratch, rebooting after every step. And it's still happening.
Is there a forum I can go to get help from an actual Origin or Bioware employee because this "crowd sourcing" approach right here hasn't gotten me anywhere all week.

a) Your issue is obviously a very unusual one. I've been monitoring the DA-series AHQ threads for years and never heard of anything like this.

b) "Official" EA support is available the same way it always has been, by clicking the "Help Center" link in the top-tight of every page.

I have the same problem for ps4, my characters can't upload level more, the fights with enemies can't give more experience points, my characters have level 16, help.
