Character page is blocked and not accessible

Question

Hi.I've started playing. After hitting level 2 I've opened character page and could assign skills. Everything has worked fine.Now after that, my character page is blocked and I cannot access it at all. I'm level 8 now through the game without skills access.Is there a way to bypass or solve this bug?

I've gotten around this by mashing the escape key and 'P' many times. Sometimes it takes a long time (5 minutes or more), and sometimes I can get it on the first few tries. That's the only workaround I know of. For console, I've seen a user report that they can work around it by repeatedly going to menu and pressing up and A, or say "Character Record" for Kinect.
