Character Record Locked
So I'm well into the Hinterlands, past the tutorial. I'm a few hours in and Character Record is still locked. It does not tell me why. I am playing on Xbox One.

Same problem on PC and somehow managed to keep playing until Level 12 before bothering to check for a workaround, only to find out there apparently is none.
Too bitter to even start a new playthrough for now.
