Is your character a dwarf? I have the exact same issue, but ONLY on my dwarf. Her eyebrows sometimes disappear, or get extremely light/thin, almost as if there is some kind of overlay on them.
I just ran into this issue as well. Playing a female elf. Went to the Western Approach and started the cutscene for meeting Hawke and Stroud for Here Lies the Abyss. My characters eyebrows, vallaslin and scar all disappeared. I have helmets set to hidden, but just to be sure I removed her helm completely and the problem presists. If I open the inventory tab I can see all my tattoos / eyebrows etc. Really interested in a fix for this issue... My character is hideous without eyebrows.
