I believe this mission ends when you tigger his next personal mission. I think that's after you complete the storyline involving the Grey wardens.

I've tried before and after Here Lies the Abyss, and after triggering Cole's personal questline, and reloaded a save before Here Lies the Abyss was even triggered. Nothing gets me those NPCs I need to listen to. I'll be keeping an eye out until the end of the game of course, but it seems a bit ridiculous that I could do most of this as soon as I got to Skyhold and have to wait so long for the rest - seems like a bug.
