I am also experiencing this. My first play-through took about 52 hours and in that time here is the amount of banters I came across:
Solas/Cass once, Solas/Dorian once, Dorian/Cass once or twice, Dorian/Cole twice (post-game, after I was aware of this bug), Sera/Vivienne twice, Sera/Iron Bull once, and Iron Bull/Vivienne twice. So in total I experienced 10~12 banters over a full 52 hour play-through.
My primary party during those 52 hours was Inquis/Dorian/Cass/Vivienne. Cass/Vivienne never spoke to each other, neither did Dorian/Vivienne. It's certainly saddening knowing that you played through the entire story, but you missed out on so much. The entire time I was thinking "Why is there such little party banter? This wasn't the case with DAO or DA2" and thought maybe it was spread out due to how big the game is. As a result the game felt incredibly lonely at times, with me crawling back to skyhold just to get some conversation (and in the case of Dorian, some loving teehee). I definitely feel like I missed out on a lot, because I've heard nothing but great things about the quality and quantity of party banter from those without this bug.
This is on pc (digital deluxe download) btw.
Aside: I had started other runs of the game, making my total play time of the game be around 80 hours. The banter in those was non-existant. It's worth noting that people will make a rare comment on the location (Vivienne scoffing at Fereldan) or say their version of setting up camp/"Hey look quests and quest stuff!" lines but conversations between the characters are, considering the length of this game, incredibly rare and bordering on non-existent.
