Your shortcut should reference the actual game executable, not the Launcher.
Like this: "C:\Program Files (x86)\Origin Games\Dragon Age II\bin_ship\DragonAge2.exe" -enabledeveloperconsole
EDIT: Unless one has the Steam install. Then, (I'm told) it does have to point to the Launcher... No idea why. But your path indicates you have the EA/Origin install.
