Console commands not working

So because of a mod that refused to deactivate, I had to uninstall then re-install DAO and that meant having to re-enable the console commands, but it's not letting me do it. Before i just added the "-enabledeveloperconsole" line to the properties in the short cut, but since i re-installed that's not working. I've tried finding the file i'm supposed to edit but i can't and all of the instructions i find on how to do it are either for the regular version or for the ultimate edition if you got it on steam or origins, and i just have the ultimate edition on a disk. So nothing i've found has been of any use.

Also the desktop shortcut changed after i re-installed. Before the icon was bronze and when i double clicked it it just took me right into the game. Now it's silver and when i double click it it takes me to the menu with the "play" "uninstall" "exit" and other stuff. I don't know if that has anything to do with it.
