Yes. I can't find him. Save/reload does nothing. I too, did the pranking thing, and the same woman is standing in Cullen's office still. The woman didn't say anything to me when Sera suggested the prank (which I refused).
I didn't actually found out about him being missing before I tried to return the "red lyrium smugglers" mission to him. He's nowhere, I've searched the whole castle. And naturally the misson indicator as well as the "person" indicator with the head both lead to his office.
Xbox One is my platform. This is a bummer, because I think I'm nearing the end and I can't talk to him or return the missions. He's is the war council of course, but I can't interact with him naturally.
