Cullen missing in Skyhold

Todays Patch didnt fix this issue, and really for me it is gamebreaking with a savegame in which i invested 80hours.
Please fix this issue or atleast aknowledge it so I can have an estimate when I can play again.

I have spent a while now searching Skyhold for Cullen. I even did the quest for Sera's pranks, but for completely unrelated reasons, I did not prank Cullen, only Josie. In the cut scene where the prank victims are supposed to confront Sera and the Inquisitor, he does not appear. He actually reappeared briefly, and we talked about [insert vauge text here about Cullen's personal concern in a box he pulls out of his desk]. After that, poof - Cullen does a Copperfield, and I only see him in the war room, and in the cutscene following Varric's personal quest😕mileylol:.
So, he didn't get pranked, but he's broken as he is in everyone else's game, with the scout standing in his office who i cannot interact with. I cannot turn in his quest (Before the Dawn), and I'd really like to continue on to kick Samson's butt.
I got the Scout standing in his office too, no way to interact with her. My Questmarker points to the desk right beside her, however, Cullen isnt there.
