This isn't new. I believe it happens when the game is trying to load voice files that don't exist. I think it's more common if the game is installed in a non-English speaking region.
I don't know how the Steam version works exactly with Origin, but do you have access to the game's DLC in Origin? There's an 'extra content' tab that should appear after clicking the game. See if the English voice-over pack is available for you there (assuming you want to play in English).
