I know this is a really old thread but I managed to find a solution to this. I initially tried on new characters but after 3 I gave up. Recently I thought I'd try again but this time I deleted my save and started new character and new save file. I did also turn off auto update for my ps+ cloud save as I wanted to retain my original save for after this attempt. After unlocking the 15th astarium it finally.popped. For anyone that still needs this id have a go at a completely new start and not just a new character on your old save file.
