Your milage may vary, so do this at your own risk, but it was the only thing that worked for me:
This solution only works for a 64-bit system. It requires replacing files is system32 directory so be careful. Only attempt this solution if you are confident and if other solutions have failed. When Microsoft Visual C++ Redistributable Package is not properly configured it may cause 0xc00007b error. Firstly download the zip file [http://www.bitdefender.com/files/KnowledgeBase/file/dlls.zip] and decompress it. Reboot in safe mode and go to C:\Windows\System32. copy all files included in the zip package (mfc100.dll, mfc100u.dll, msvcr100.dll, msvcp100.dll and msvcr100_clr0400.dll) to C:\Windows\System32 replacing the current ones. After that reboot in normal mode.

I have been told it could be a VC redistributable issue or a C++ issue. I"ve updated both. Still doesn't work. Updated drivers. Did clean boot. Posted my dxdiag... nothing.
Made two threads on it, posted in the other two threads i've seen with this topic name - only touchback on ANY of them is one EA moderator asking for a dxdiag. Nothing else.
Giving it until friday, and then Refund City: population, me.
Four full business days is more than enough slack to give to get a **bleep** game to launch.
