DAO launch pad gives a dll error.

I got a new laptop and moved the game over. It will not start. It displays a login error telling me the NxCharahter.dll is missing.

I repair the game. I uninstalled and reinstalled the game. I drill down to the bin the file is supposed to in and I found it. It's right where it is supposed to be.

I am at a loss. Has anyone heard od this error before?
