DAO UE Won't Launch

Just got a new PC, and now Dragon Age Origins on Steam won't launch. Whenever I try to launch the game it just goes to the configuration utility and crashes. I had this problem before and not sure how I was able to fix it but it was happening again and the game it utterly unplayable because I can't get it to launch at all and before all of the DLC was missing. Is there any fix for this or a way to redeem it on the EA App? This is just beyond unacceptable.
