Same issue (PS4).
I've been able to get through a few of these Dialogue Freezes by rabidly skipping (hitting square for the PS4) through the conversations. Very frustrating, but hopefully we will see a fix before too long.
Sceans that it has happened in that I can specifically cite (hopefully without spoiling anything for anyone):
Cassandra romance.
Iron Bull's Quest on the coast.
Bumping - sick of this as well. Really need to get on this BW or people will flood the net with bad word about game breaking dialogue freezes.
