I'm on PC and I've had this happen several times throughout the game.

The characters start to speak and then someone's line skips. The characters stand still on the screen, staring at each other until I press a dialogue skip. After the skip, the lines continue on as usual.

It's a bit annoying since some of the dialogue is pertinent to the story/quests going on. The only thing I can recommend you do is skip dialogue that the game 'cuts out.' That's the only way I've been able to advance.
