DirectX Error - Travelling to Western Approach (PLEASE HELP!)

I know I'm a bit late to the party, but I solved it by disabling retexture/graphics mods I had. After that the game ran fine, if you want to figure out which one in particular is causing it you can just enable one every time you launch and when the issue pops back up you'll know which mod is responsible.
