@Terram_07 Are you playing the game while logged on in game (normally I'd say 'and Origin', but not sure how the whole steam thing works)? The game needs to connect with the servers to authenticate before any DLC will show up, even the free one, sometimes that can take a while. Also make sure you don't have a firewall or anti-malware program preventing the game from connecting to the internet.
